Centenaire de l’Association Médicale israélienne.

Le 6 et le 7 novembre s’est tenu à Bruxelles un congrès médical à l’occasion du centenaire de l’Association Médicale Israélienne organisé par la branche Belge de l’Association Médicale Israélienne World Fellowship. Ce congrès s’est clôturé au parlement Européen par l’inauguration en présence de parlementaires Européens de toutes les fractions, MEP Emil Stoyanov (EPP), MEP Dr Charles Tannock (ECR), MEP Dr Miroslav Nikolasik (EPP), MEP Hannu Takkula (ALDE), MEP Michail Tremopoulos (Greens), MEP Vasilica Dancila (S&D), du sénateur Prof Jacques Brotchi, du président de l’IMA-WF Européen, Dr Willy Lipschutz, du Vice président du B’nai B’rith Européen Dr René Trau, le président du CCOJB Dr Sosnovsky et le représentant au parlement de l’ambassade d’Israel M David Saranga, d’une exposition de posters représentant l’histoire médicale Juive, l’apport de la technologie Israélienne en médecine et l’espoir de paix que suscitent les projets humanitaires Israéliens autant en Israel, dans l’Autorité Palestinienne que dans de nombreux pays de par le monde. Cette exposition se termine le 11 novembre, jour de l’armistice.
L’association médicale Israélienne a été créée le 11 janvier 1912 à Tel-Aviv sous la dénomination Hebrew Medical Association.
Sa création était motivée par l’état précaire et catastrophique au niveau sanitaire de la région à cette époque. Pour illustrer cela il faut savoir que dans la légion Juive de l’armée Britannique qui combattait les Turcs dans la région en 14-18 60% des décès étaient dus à la malaria et non aux blessures de guerre. Le plus grand ennemi à l’époque était donc la maladie.
L’Association Médicale Israélienne World Fellowship est la branche internationale de l’Association Médicale Israélienne IMA et sert de relais entre les différentes associations médicales Juives et non-Juives avec l’IMA.
On n’entend pas souvent parler de l’IMA ni de l’IMAWF car le médecin est une personne neutre qui n’a ni genre ni couleur pour pouvoir aider au mieux le malade qui souffre. La discrétion et le secret médical garantissent les meilleurs soins. Mais dans le contexte actuel de délation et d’antisémitisme il est important de rétablir la vérité.
Les sujets du congrès étaient de trois ordres :
1 L’histoire de la médecine dans une perspective Juive et Israélienne
2 La technologie de pointe Israélienne appliquée dans les différentes spécialités médicales en Europe
3 Les projets humanitaires Israéliens

1 L’histoire de la médecine dans une perspective Juive et Israélienne
L’importance des médecins Juifs dans l’histoire de la médecine nous a fait comprendre que l’histoire des grandes découvertes médicales peut servir de leçon aux futurs chercheurs. C’est pour cela que le très érudit professeur émérite Holubar de Vienne et de Jérusalem, qui a personnellement connu et évoqué des personnalités médicales de l’avant deuxième guerre mondiale, et fait revivre des noms éponymes, a regretté que l’histoire de la médecine ne fasse pas partie du curriculum médical.
Le dr Halioua qui a évoqué l’époque Nazie nous a fait comprendre que si l’on ne connait pas l’histoire on est condamné à répéter les erreurs du passé.
2 La technologie de pointe Israélienne appliquée dans les différentes spécialités médicales en Europe
Trois instituts Israéliens de recherche comptent parmi les 10 meilleurs au monde. Israel est la seconde après les Etats Unis à compter le plus de startups au monde. Il en résulte une foison de progrès significatifs dans les applications médicales en Israel mais aussi en Europe comme en attestent les exposés du Prof Wellens cardiologue à l’UZ VUB de Jette et du Dr Van Gossum gastro-entérologue à l’hôpital universitaire Erasme de l’ULB.
Il existe des hypothèses pour expliquer ce progrès d’un pays issu de désert, de marais paludéen et de rêves mythiques. Mais la sagesse consiste à expliquer le comment sans chercher à expliquer le pourquoi.
Voici quelques exemples de collaboration entre la technologie Israélienne de pointe et les cliniciens Belges :
Le Dr André Van Gossum nous a présenté les résultats de son étude avec la pill-cam, une caméra miniature de la taille d’une pilule de la firme Israélienne Given Imaging qui a révolutionné les examens gastro-entérologiques.
Le Prof Francis Wellens nous a présenté les nouvelles valves développées par une firme Israélienne qui se posent par cathétérisme évitant ainsi les interventions à cœur ouvert.
Il nous a aussi présenté une technologie de pointe dérivée de la recherche aéronautique qui est le système CARTO qui permet de modéliser le système régulateur du rythme cardiaque en trois dimensions. Ainsi il est possible de traiter en temps réel par cathétérisation la fibrillation cardiaque responsable d’arythmie chez 4,5 millions d’Européens qui évolueront chez 10% de ceux-ci vers un épisode cérébral aigu.

3 Les projets humanitaires Israéliens
En principe tous les habitants d’Israel sont couvert par une caisse de sécurité sociale ce qui inclut les 20% d’habitants non-Juifs. Les médecins et infirmières de toute couleur ou philosophie confondue travaillent au coude à coude pour sauver des vies humaines. Il arrive même souvent que des victimes de la terreur Palestinienne se retrouvent à côté de victimes d’opérations de l’armée de défense israélienne.
Jusqu’en 1993 les habitants des territoires disputés de Judée, Samarie et Gaza avaient la même couverture sociale que les habitants d’Israel. Pour pouvoir continuer à bénéficier des mêmes soins qu’avant l’instauration de l’Autorité Palestinienne, plusieurs projets de coopération ont vu le jour sous l’auspice de la fondation Peres pour la paix. Par exemple le projet Un cœur pour la paix qui permet aux habitants de Judée Samarie et Gaza de bénéficier des mêmes traitements que les enfants atteints de cardiopathies congénitales en Israel dans le service du prof Azaria Rein à l’hôpital universitaire Hadassah. Mais plus que d’opérer ces enfants, ce service travaille au coude à coude avec des médecins Palestiniens formés aux techniques de pointe afin que les soins ne s’arrêtent pas aux portes de l’hôpital. 55% des 365 enfants Palestiniens opérés jusqu’à présent viennent de Judée et Samarie et 45% viennent même de Gaza.
Le programme d’aide en Afrique subsaharienne sous l’égide des Nations Unies profite de l’expertise acquise par les médecins Israéliens auprès des immigrés Ethiopiens pour non seulement traiter l’épidémie de SIDA, mais aussi former les médecins Africains dans des programmes d’échanges en médecine tropicale par exemple entre l’université de Gondar et l’université de Jérusalem.
Pour terminer je citerai les programmes d’urgences aux quatre coins du monde et le remarquable exposé du colonel Dr Abargel responsable de l’hôpital de campagne installé et opérationnel endéans les 89h après le terrible tremblement de terre en Haïti et qui fut à tel point apprécié que le premier né de cet hôpital qui a soigné plus de mille patients en dix jours a été appelé « Israel ».

Israel sends aid to burn victims in Congo

Following the fuel tanker explosion in the city of Sange, Congo, on July 2, in which more than 250 people were killed and almost 200 injured, the Ministry of Foreign Affairs is sending aid to the disaster area through Israel’s National Agency for International Cooperation (MASHAV). A delegation of six doctors from Sheba Medical Center, together with medical equipment, flew to the Democratic Republic of Congo to treat the seriously injured.

The doctors, all specialists in plastic surgery and burns, arrived this morning (12 July) and will be treating people with serious burn injuries in the towns of Sange and Uvira, located in eastern Congo, near the border with Burundi.

The team was sent in coordination with the Congolese authorities and with the blessing of President Joseph Kabila and the Congolese ministers of foreign affairs and health. A UN task force in the field (MUNISCO) came to the aid of the humanitarian mission and was instructed to facilitate the reception of the delegation and to ensure their security during their stay.

Avoid host countries that foster discrimination, MD group urges

Last month the 22nd Congress of the International Society on Thrombosis and Haemostasis (ISTH) was held in Cairo, Egypt. No Israeli doctors were able to participate. An Israeli member of the governing council and chairman of the education committee of the ISTH, who had helped organize the event in Egypt, had been denied an entry visa by the Egyptian government. Although this could have been resolved diplomatically, an action by the Egyptian Medical Syndicate (EMS), which is the only official body representing Egyptian physicians, closed the door completely.

On May 9 a bulletin from Dr. Hamdi al-Sayed, head of the EMS, said “the union would refer those who participate (in the conference) to disciplinary courts for violating the successive resolutions of the general assembly (of the EMS) since the early ’70s, opposed to normalization with the Zionist entity…. The union of the doctors would hunt down the organizers of the conference, and will work hard to cancel (it), especially in the presence of a Zionist doctor.” In doing so, the organization representing Egyptian medical professionals had declared that it is less interested in learning about thrombosis and hemostasis than in perpetuating hatred and racism.

This is not the first time politics and hatred got in the way of the dissemination of medical knowledge. In November 2009, a regional breast cancer conference in Egypt was sponsored by the Susan G. Komen Foundation for the Cure. A couple of days before the event the Egyptian government withdrew entry permits for Israeli experts who had registered for the conference. The EMSbetrayed its anti-Semitism and ethical poverty when it invoked as the reason a modern “blood libel,” claiming that Israeli doctors murder Palestinians for their organs. After the sponsoring organization in the U.S.was contacted and encouraged to cancel its sponsorship, the Egyptian government relented, but too late for the Israelis to attend.

Academic freedom

DARA, Doctors against Racism and Anti-Semitism, is a grassroots organization of more than 500 health-care professionals whose mission is the quest of truth, objectivity and verifiability in medical literature, and the pursuit of academic environments free of harassment, incitement, intimidation, racism and anti-Semitism. Since its inception, DARA has had several opportunities to address the problems described above in various forms.

When DARA became aware of the Ontario Medical Association’s sponsorship of a CME cruise that would stop in the United Arab Emirates, DARA contacted the embassy in Ottawaand confirmed that registrants travelling with an Israeli passport would be denied entry. The OMA was alerted to this conflict with its own code of ethics, which forbids discrimination against any group on the basis of gender, age, religion, nationality, colour and sexual orientation. The OMA withdrew its sponsorship of the conference.

A regional anesthesia conference scheduled in Dubai lost the endorsement of the AmericanAcademyof Emergency Medicine after notification by DARA. The World Federation of Societies of Intensive and Critical Care Medicine made it clear to the UAE group that their current travel restrictions would prevent the federation from holding larger international events in their country.

Recently the International Society of Aesthetic Plastic Surgery endorsed a conference in Lebanon. DARA has notified the executive of the ISAPS that Lebanonbars entry to anyone with an Israeli stamp in his/her passport. This would exclude many Canadian and American members.

The purpose of medical conferences is to share information and expertise, inspire research through co-operation and intellectual stimulation and ultimately improve patient care. There is absolutely no place for bigotry in the culture and practice of medicine. DARA urges all institutions that sponsor medical and scientific events, to consider carefully where they allocate their resources. It is about time that international medical and scientific societies avoid scheduling their events in host countries where discrimination, racism and xenophobia trump the pursuit and dissemination of knowledge intended to alleviate suffering and treat disease.

European Academy of Childhood Disability conference in Brussels

Welcome reception for the Israeli delegation at the Musée de la Médecine

From 26 to 29 May 2010 the European Academy of Childhood Disability organized its annual meeting in Brussels under the presidency of professor Bernard Dan from Brussels. Several topics were discussed among them new diagnostic and therapeutic tools and the difficulty of evidence based treatment evaluation in childhood disability. The impact of human, cultural and familial influences were also studied . The Israeli contribution at this level was impressive.
The neuropediatric unit of Shaare Zedek Medical Center from H Ben-Pazi, S.Jaworowski and RS Shalev in Jerusalem stressed the importance of the recognition of specific cognitive and psychiatric phenotypes in movement disorders in children in order to choose appropriate treatment . Their work was supported by a grant of the IMAWF-Belgium.
V. Kindler from the Israeli Bobath Tutors association showed her results with techniques of improving the ability to integrate visual information in children with cerebral visual impairment. She also discussed together with M Waisman Nitzan from D Agmon Preschool from Jerusalem the importance of powered mobility and their consequences.
D Green from the Sackler school of Medicine in Tel Aviv together with L Holmstrom, F Ullen, A Hedberg and AC Elliasson from the Karolinska institute in Stockholm were able to show specific improvement of finger movement speed, timing and accuracy with a specially designed laptop game in unilateral cerebral palsy.
S Capelowitch from European Bobath Tutors Association and T Ashkenazi from Clalit Child development in Carmiel evaluated together with I Namonrah from princess basma in Jerusalem and A Amro from the Al Quds university in Bethlehem the feasibility of a cross-culture research project administred by the Joint Distribution Committee. The Tools for motor function, quality of life, and participation were translated in Arabic and Hebrew language. The research is conducted in three groups: Israeli-Jewish, Israeli-Arab and Palestinian-Arab.
D Elad, E Eisenstein O Bar, S Barak, U Givon and A brezner from the Safra chidren Hospital at the Sheba Medical Center in Tel Aviv showed discrepancies between the parent’s and health care provider’s assessment of functional level of children with cerebral palsy.
After the reception at the city-hall and academic séance at the European Parlement, the Israeli participants had the opportunity to meet Mme Samash, Ambassador of Israel, M Belder, European MP and member of the European friends of Israel, and Dr W.Lipschutz president from the Belgian chapter at a welcome lunch organized by the Israel Medical Association World Fellowship.

Letter from Dr Zeev Feldman president IMAWF on rescue mission in Haiti

On the 15th January the Israeli Defence Forces sent a delegation to Haiti to provide medical aid and to assist the search and rescue teams. The delegation consists of approximately 220 people, including Search and Rescue teams of the Home Front Command and medical teams of the Head Medical Officer headquarters. Leading the delegation is the Commander of the Land Search and Rescue Squadron of the Home Front Command, Brig. Gen. (res.) Shalom Ben-Aryeh.

On their arrival in Haiti, the delegation built a Medical Corps field hospital on a football field to treat casualties of the collapsed UN headquarters in the capital of Port-au-Prince. This hospital is one of the few remaining medical facilities in the area and has been treating survivors around the clock since their arrival on Saturday. The commander of the field hospital is Lt. Col. Dr. Itzik Kreiss, a board member of the Israeli Medical Association World Fellowship.

The IMA World Fellowship is also trying to organize two ways in which you can show your support and provide help to the people of Haiti.

Firstly, we request names of doctors who are willing to volunteer in a mission to Haiti. If you would like to participate in this mission please send us your: full name; specialty and place of work; country and city of residence; and the dates that you are available to travel to Haiti.

Israëlische reddingsteams in Haïti aan de slag om levens te redden

Een El Al Boeing 777 en een legervliegtuig van het IDF zijn vrijdagavond 15 januari geland op de luchthaven van Port au Prince met aan boord een contingent van 250 Israëliërs, waaronder ruim 120 dokters, chirurgen, verplegers en verpleegsters om er het 90 bedden tellend veldhospitaal te bemannen. Ze hebben een compleet chirurgisch team bij zich dat wel 100 patiënten per keer kan behandelen. Zij vervoegen het eerste Israëlisch hulpteam dat al sinds woensdag 13 januari – vrijwel onmiddellijk na de ramp – ter plaatse was toegekomen en meteen in de Hel van Dante werd geworpen…

Talloze Joodse organisaties, waaronder ook de American Jewish World Service, het American Jewish Committee, B’nai B’rith International en het Joint Distribution Committee, zijn eveneens aan de slag met partners aan de grond en/of verzamelen massaal hulp en fondsen in over de hele wereld. Zo werkt het JDC er samen met Heart to Heart organisatie om medische hulp te verdelen, materiaal en diensten. De organisatie werkt ook samen met het medisch korps van het IDF en heeft speciale uitrusting geleverd waaronder couveuses voor baby’s en orthopedische apparaten.

Vertegenwoordigers van de Chabad-Lubavitch organisatie en van Zaka, de Joodse zoek-en reddingsoperatie organisatie en bijzonder identificatieteam, helpen in Haïti om overlevenden en Joden te helpen in de rampenzone. Zo heeft de organisatie Chabad reeds vier vrachtwagens met fruit het land in gestuurd.

Zoals iedereen weet wordt traditioneel vanaf vrijdagavond tot zaterdagavond de sabbat gevierd bij de Joden, maar die viering moest deze keer wijken voor de hulp aan mensen in hoogste nood. Chabad gezanten werkten ter plaatste hard om koosjer voedsel en een goede maaltijd te bereiden voor de Joodse hulpverleners op verwoeste eiland. De reddingsteam spreken dan ook terecht over één van de meest dramatische sabbats die ze ooit hebben meegemaakt.

Overal strompelen mensen door de straten bedelend om water en voedsel. De lijken worden zomaar gedumpt langs de weg of op openbare stortplaatsen. Gewapende bendes trekkend plunderend door de straten, gewapend met bijlen, messen en lange machetes. De chaos in Haïti is compleet. Een journalist ter plaatse vergeleek de toestand in Haïti met de Hel van Dante. Het IDF heeft de handen vol om ’s nachts de Israëlische hulpposten te bewaken anders zouden ze direct door uitgeputte en hongerige overlevenden worden leeggeroofd.

Intussen wordt er ondanks de penibele omstandigheden, hard doorgewerkt door de Joodse reddingsteams. Een Zaka reddings-eenheid werd ingezet op een ingestort universitair gebouw en slaagde erin om afgelopen weekeinde acht studenten uit het puin te bevrijden. Alzo de overtuiging van de Israëlische reddingsteams onderstrepend dat het nog niet te laat is om levens te redden. Zaka krijgt in Israël vaker te maken met ineengestorte gebouwen na aanslagen en hun ervaring komt hier goed van pas.

Haïtiaanse ambtenaren speculeren dat het dodental ergens tussen 50.000 tot 200.000 kan oplopen, en grote aantallen lichamen worden begraven in massagraven om te proberen de verspreiding van ziektes tegen te gaan. Een derde van Haïti’s 9 miljoen mensen wordt verondersteld dat ze moeten geholpen worden, in de hoofdstad Port au Prince alleen al leven 300.000 van de 1 miljoen bewoners op de straat.

De Verenigde Naties hebben de ramp beschreven als de grootste uitdaging in verhouding tot de benodigde middelen. Op zaterdag werd nog een sterke naschok gevoeld van 4,5 gemeten op de schaal van Richter, die verder de reddingsinspanningen compliceerde op zaterdag, waardoor zelfs de hulpverleningsactiviteiten korte tijd moesten opgeschort worden.

Joodse organisaties over de hele wereld houden inzamelingsacties. Naar aanleiding van de aardbeving van 12 januari in Haïti, heeft American Jewish World Service het Haïti Earthquake Relief Fund in het leven geroepen en onmiddellijke noodhulp te sturen aan de gemeenschappen die getroffen zijn door deze ramp. Bijzondere aandacht wordt gevestigd om hulp te verlenen aan de bevolking in de crisis zone buiten de hoofdstad Port au Prince waar nog geen noodhulp is opgedaagd.
